The Seoul city government is seeking to classify man’s best friend as livestock in order to set food safety standards for South Korean lovers of dog meat, officials say.

Somewhere between two and four million dogs are estimated to be consumed in South Korea every year but the slaughtering and processing is carried out in dirty environments and poses a risks to diners’ health, they said.

Since dogs are not currently classed as livestock there are no hygiene regulations on their slaughter, officials said.

“Dogs are consumed in their millions in this country every year. That’s a fact. We have to take care of this situation,” Lee Hae-Woo, head of the city government’s department of food safety, said.

“We plan to recommend to the central government that dogs are classified as livestock.

“This is like a hot potato but we don’t pretend the issue does not exist.”

South Korea‘s capital has always been ambivalent about dog meat.

To avoid adverse publicity before the 1988 Olympics, the city banned dog meat and snake meat as “abhorrent food.”

The order is now largely ignored and an estimated 500 dog meat restaurants operate in Seoul alone.

The reclassification proposal sparked angry reactions from animal activists, who staged street protests and launched on-line signature campaigns.

“No other country in the world but South Korea gives a legal green light to dog meat consumption,” the Korea Association for Animal Protection said in a statement.

“South Korea’s motto is globalisation but it seeks to go back to the Stone Age as far as dog meat consumption is concerned.”

Lee Won-Bok, association president, said if the proposal became reality, dog meat consumption would increase drastically.

“It’s horrible to imagine dog meat on display next to beef and ham at supermarkets,” he said.

“It would also be nauseating to see roasted dog meat on the menu of your restaurant.”

      Hey, I have goats and they give love and affection too. People still eat them. Just because dog is a more common pet doesn`t mean they get special treatment and not get eaten like goats and cows. Like someone else said, cuteness doesn`t determine whether an animal gets eaten or not. And I know i`ve posted this comment before. I just want it up front.

    I’m Korean and quite frankly its a part of the culture. I’m vegetarian and I’ve never had dog meat before, but its just like other countries eating pork when it is against Hindu religion to eat pork.

    What makes it okay to eat a pig and not a dog? Pigs are scientifically proven to be just as loyal as dogs and SMARTER than them.

    So please tell me … what is the big factor between dogs and all other animals that let dogs stay beside man’s side, yet allows the slaughter of billions of these other animals a year?

      Well, I’m Romanian, we eat pork, lamb and beef but we have NEVER eaten dogs, IT’S UNHEARD OF.
      And to answer your question, the BIG DIFFERENCE is pretty obvious for the rest of the world but seemingly not for you, is that DOGS ARE PETS whereas pigs, cattle and sheep are not.
      That’s unless it’s the other way around in your case…
      We see dog eating as more than outrageous,I wonder what’s next…..eating each other ?

      Discusting. I have been a veggietarian, All my life. Everyone is arguing about how “dogs are juts like cows and pigs, there is no differance between eating iether of them”. Okay. Humans in the first place were not even created to eat meat. You can get the same nutritional value from eating beans and avacado and other healthy things. Some people eat fish, (but i choose not to eat fish iether). But anyways. As mutch as I HATE the killing of animals (the killing of dolphins in Japan, seals in the arctic ect..) The people killing the Dogs are not killing them humanely. The people killing the cows, the pigs. The slaughter is discusting. In India. If an animal is sacrificed its treated as a king before it dies. But these dogs are found on the street, or just being bread to later be killed. Its just the whole preperation of the animals being killed. I dont know im talking jibberish, But im just.. discusted. You can say al you want about different cultures, different traditions.. But people .. HUMAN BEINGS, should be more thoughtfl as to the cruelty thats going into the slaughter. I dont Even know what to say. An please excuess my English isnt as well as it could be, i spelt a bilion things wrong, But i hope i made a point.. maybe ?

      I´ve never seen a pork or a cow defending their Master. I´ve never heard a goat or bull crying due to the absense of their Master. I´ve never seen a hog saving his Master.

    If their culture has always had dog meat consumption, I don’t see what’s so horrible about it as long as they impose sanitary guidelines, just like any other livestock. They eat insects over there too…

    man’s friend? stop being ridiculous you ethnocentric fool. just because you consider a dog as your “friend” doesn’t mean it becomes “man’s friend”. animals are animals. just because you pet them they become somehow more special than other animals. Indians don’t urge you not to eat beef, do they?(in case you didn’t know, cows are considered as holy gods in India) please get out of your little closet and learn the world and learn to respect cultures. and btw, that picture is not even korea. first, you don’t see dogmeat displayed out on the market like that, and second, the women doesn’t even look korean. (my best guess would be viet)

    For some nations eating cows is equally abhorrent. for others eating monkey meat is their passion. Americans cannot impose our love for dogs and carts on the world. Many people love dogs and cats the way we love pigs and chickens and lambs.

    To all those who have commented in a rather cruel manner on the consumption of dog and cat meat as a dinner staple; you are all quite decidedly lacking in compassion and intellect and have misplaced your hearts and souls regarding bioethics in juxtaposition wih all animals. In view of the crap above, I would not want to meet you in a dark ally. Judging from your answers, you need to go bargain basement hunting for a decent heart.
    For those who concur that this Korean practice is repelling to most humans, I say BRAVO!

    Dog’s that are produced for consumption aren’t your family pet! It’s not as if people’s pet dogs are being slaughtered. Eating dogmeat is simply different cultural practice, nothing else. Once standards are there similar to any other sort of farming it should be considered fine. Dogs are just another animal, they’re no more special than a cow or a sheep or a pig.

    Actually, they do display dogs like this in Korea. I should know, since I live here. Go to Moran Market in Seongnam, you’ll see exactly what the picture shows.

    I’d like to say we should expand our compassion to other animals as well. Pigs are claimed to be even more intelligent than dogs. All animals deserve some kind of basic right as a sentient creature not to be tortured and treated like a product.

    i do not like this nor do i agree with this but yes this is the truth.. and its absolutely right as well.. dog is considered mans best friend but that only applies in western culture no? dogs/cats are both animals and what excludes them from being a food source? as despicable and cruel this may seem to your eyes and whatever beliefs you have and hold, the only ppl that have a problem with this are the ppl that grew up in the west. consuming insects are practically known as disgusting in the west because they grew up with that mentality. the way ppl live outside of US are considered sometimes barbaric because why? they dont share the same customs the same as the west?

    white ppl plz take in close consideration the world does not revolve around white ppl.. it once did, it doesnt anymore. human are masters of survivability and they do whatever they can to survive and this is just in general. not everyone has rich parents that does everything single thing for you. get your head out of your ass, open your eyes and learn to live in the real world, this world.     In the past Korea was really poor. They didn’t have any food to eat. So they ate cow, pig, also dog. People should understand other countries cultures. IF YOU DON”T KNOW ABOUT THAT COUNTRIES HISTORY YOU CAN NOT SAY YOUR OPINION ABOUT THAT.

    I have had dogs as pets all my life and have one now who I love and adore. Consequently the first time I learnt that other cultures accept the consumption of dogs for food I was horrified and disgusted finding it somehow wrong.
    However, as I grew older and was exposed to history and other cultures through friendship and travel I began to question my own western cultural practice and began to realize that many things are not a matter of wrong or right, simply custom and tradition. I love steak and vennison, pork chops and lamb cutlets, salmon and kingfish, drumsticks and eggs, everything I find in my local supermarket. What makes it different? If they are humanely raised and slaughtered . . . nothing.
    If you are a vegetarian then I can understand you find farming and eating dog abhorrent just like you would find farming and eating any other animal. But if you eat beef, mutton, poultry or fish and claim that dog eaters are “evil” or “cruel” you are as ignorant as you are hypocritical. It’s just another animal. Cuter, more loyal and friendly maybe, but still an animal. Do you suggest that cuteness is the measure of eatability? Do you not eat lambs coz they are too cute but eat adult sheep coz they become a bit uglier and fatter?
    Please, think and research before you speak. This kind of foolish lack of understanding is the source of many of the worlds problems. Just coz you don’t understand something, it doesn’t mean it’s wrong.

    I’m against any slaughtering practices upon any animals – be them cow, pigs, sheep, dogs, etc, – that inflict an unnecessary amount of pain on the animal.
    I am Canadian and am ashamed of our seal hunt, which is cruel beyond words. I disprove of any farming practices that are not monitored and legislated and rules are not in place to ensure the animal is not butchered in an over-the-top fashion.
    The same goes for dogs, who are yes just animals like all other animals but still just as deserving as basic rights, as we humans are. Would any humans be deserving of being hanged, burnt alive, skinned alive, stabbed to death? Not any I can think of. So why are dogs and other animals deserving of such a fate? So humans have to eat, of course animals are naturally going to be slaughtered for our consumption. But do they need to be tortured? There is no justification for the slaughtering methods and the conditions they are forced to live in during their short time on earth.

    So if you eat dog you are a savage monster, but if you eat pigs (more intelligent) you’re completely innocent? Grow up and learn to make connections. Just because you think dogs are cute it doesn’t mean they are automatically elevated to some supreme status. Other cultures or people in general respect and do not eat cows and pigs and whatever other kind of animal, and what would you make of it if they made a similar page directed at you for your consumption and your country’s ill-treatment of cows?
    If you want to be able to share your views on the ill-treatment of dogs as food without being accused of hypocrisy, then go vegan.

      unless your 100% vegan, youre a hypocrite. in the southern states they eat squirrels which are cute and smart and all other sorts of critters and varmints but no one is coming to their rescue. dogs only appear to love you because after countless generations living with man theyve become dependant on us and we’ve breed that trait into them.
      we live in this antispetic world where we are greatly seperated from the source of our own meat. no one is forcing you to eat anything you dont want to. dont look to close at yourself because the source of the meat in your refridgerator probably has a great negative impact on the planet than does the eating of dog. saying other cultural practices make them animalistic makes you seem ethnocentric and ignorant.
      ps. make sure to boycott all things french, they eat horse meat.

    I don’t get why everyone sits there and compare dogs to cows , chicken, turkey, pigs and various other farm animals that are sacrificed for human consumption. I do understand that some parts of India don’t eat cows and and the thought of humans eating a cow is abhorrent to them, but the entire world don’t value cows like one country does. Dogs are universal and the majority of all the nations don’t eat dogs. It is only done is all parts of Asia and a small part in Africa. However, the slaughter methods these dogs and cats undergo are horrible. Torturing them for hours on in simply because they believe it enhances the taste. Dogs have always helped humans in every way. Has cows and pigs do. Have they saved lives like dogs do. No I don’t think so. It is people of the Korean culture that will do whatever it takes to defend their crazy culture. Face the facts Korea, Vietnam and China lack the sensibility, courage and moral to see the truth in front of them. It is all about monetary gain and nothing more. Asian governments can be trusted they are a bunch of self-centered individuals who think they know what is good for their own people.

    I don’t see what the big deal is.
    I understand that some people are not okay with htis, but there is no reason why anyother culture has to follow western examples. It is one thing for us in the US to not allow something like this, but what is the difference between a dog and cows, pigs, rabbits, and fish?
    NOTHING MAJOR.
    The only difference is that that is their culture and this is ours.
    We all need to have a broader view of the world, not just our back yards.

    I’m Romanian and what I have just read is despicable.Dogs are regarded as pets most parts of the world excepting Asia ( we all wonder why…)
    Moreover, it’s not a matter of cuteness or customs or whatever all of you have been babbling about, it’s about having the least decency to be human.We all know that survival calls for drastic measures and settling for less but big suprise….WE ARE NO LONGER PRIMITIVE…( or some of us should speak for ourselves ???… ).
    What you do is unheard of, it’s more than outrageous, what’s next….eating each other ???
    And for those who’ve felt offended by some of the “yuch” remarks, what you have written is nothing more than venting your own frustration.The rest of the world is disgusted by your practices so don’t take it so personally.Even this proves your vulnerability, thus your realisation that your practices are not quite right as you all militate.

    I have a pet chicken that I love dearly. It is intelligent, comes when I call it, and it shows emotion. If i yell at it, it gets stressed out. When I comfort it, it shows compassion and is calm.

    I think everyone that eats chicken are savages.

    This is pretty old, so I doubt anybody is reading the comments. But it was one of the first images when I searched for ‘seoul city’ so maybe somebody will see this.

    First of all, I love dogs, my family has always had dogs and I feel a special connection to them. Second of all, I live in Korea and have met people that eat dog on occasion. If somebody told me to eat dog, I would say no. If somebody fed me dog and said ‘haha, you just ate dog!’ I would punch them in the face and trick him/her into eating their first born child.

    However, I understand that some people do not have such a close relationship with canines, due to culture and upbringing, so I don’t have a problem with other people eating dogs.

    I agree that the consumption of dogs should be regulated. I am aware of the conditions these dogs are in, I see dog farms on occasion, and it’s disgusting. If there were some kind of regulation, I think these conditions could be improved.

    Eating dog is not illegal here. People who eat dog are going to continue to eat dog and people who do not eat dog will not start because the regulations change. So why not give the dogs that have been selected for that terrible fate to live in better conditions before their death?
